Transplant leaders say living organ donors are on the decline, which is why they're pushing for a reimbursement of donor expenses.The reimbursement would be intended to help cover the cost of lost wages, transportation, child care, and other costs besides the actual surgery.The 1984 National Organ Transplant Act forbids paying for human organs, but transplant leaders say this would be a reimbursement as opposed to a payment.
