From "Japan News" ("Yomiuri Shimbun") 22 July 2015:
     TOKYO (Jiji Press)-- Tokyo police arrested a gangster and a homeless man Tuesday on suspicion of striking a deal for the purchase of one of the homeless man's kidneys for two million Yen (about $16,000) , in violation of the organ transplant law.
     Akira Yoshida, 71, a senior member of a group affiliated with the major crime syndicate Sumiyoshi-kai, and the 44-year-old homeless man, Yuichi Tamegai, have admitted to the charges, according to the Metropolitan Police Department.
     In December 2013- April 2014, Yoshida allegedly asked Tamegai to provide one of his kidneys for living-donor transplant to a 66-year-old yakusa (Gang) related acquaintance of Yoshida for two million Yen and promised Tamegai the organ purchase, with the two agreeing, according to the Department.

It's crazy that we don't hear about more of these arrests because there surely must be more people buying/selling.
